Quickbooks Accountant’s Copy?

When creating the Accountant’s copy in Quickbooks, names of accounts and other things are frozen, and cannot be changed until the accountants changes are imported.
Our last Accountant’s copy export never came back to us from the accountant. How can I make Quickbooks ignore that fact and let me make the changes I need to.
